Visiting during the off-season (fall or early spring) when prices go down can be a big money saver. Check with local real estate or vacation rental companies, who often offer better deals than places like Airbnb or VRBO. 

Camping is also a great way to save on lodging. Note: camping on the beach is not allowed, except in designated campgrounds. 

Cape Hatteras National Seashore campgrounds boast four designated campsites with tent, trailer, and RV (recreational vehicle) sites. Camp Hatteras RV Resort & Campground is a pet-friendly spot that offers vacation rental cabins with TVs, baths, and full kitchens. It also offers glamping tents, as well as RV sites with full hookups and a few tent sites equipped with water and electricity. And Oregon Inlet Campground is a serene and peaceful spot with some electric tent and RV sites.
